Burlington, ON car show. New gadget?

I lucked out and ran into a falcon at a local car show this weekend. Only one falcon representing, a 1962. See the pic of the engine compartment...I couldn't find the owner to ask him but I wondered why he had the extra oil filler cap attached to the under side of the hood....???
Anyone ever seen this?
I also noted how huge the A/C compressor is- wow. Posts of extra work for the 144.

That extra part is a light. Take a look at the picture of my trunk lid and you will see one like it.
I don't remember seeing an air conditioner on a falcon except for after market types.
