Dashboard redo

My dashboard pad in my 60 comet is busted up. whats underneath?? Could I paint the metal that's under there?

I'm pretty sure it's just the metal dash. At least that's the way it was on the Falcons. The dash pad was added to the deluxe models and you could probably get one installed on a base model for a little extra $$.
